Like the great spring of “Ras el-Aïn,” el-Qasba evokes the origin, continuity, and destiny of the city of Kef. Its profile, like a crown, gives Kef the silhouette of a fortified city and deeply characterizes its urban and architectural landscape. A monument symbolizing the special status of Kef as the main stronghold of the Regency of Tunis, el-Qasba, like an emblem, reflects the original destiny of the city and summarizes its very ancient military history. Crowned with its imposing masses above the old medina, el-Qasba overlooks the city, its surroundings, and a vast territory stretching at its feet. Throughout history, it has been an inviolable refuge and the decisive key in many conflicts the country has experienced. Its history is also that of the formation of the national territory of modern Tunisia.

By its naturally fortified position and in its current form, el-Qasba is the culmination and direct heir of ancient fortresses that succeeded one another above the original rock of the city, from the dawn of history continuously into modern times. Cirta has often been mentioned as a fortified city. During the Roman period, the presence of a military garrison is noted in Sicca. It is well known that in the Byzantine era, Sika Beneria was equipped with a citadel, the very one that made the city famous under the name Qalaat Shaqbeneriya throughout the High Middle Ages. Traces of this succession are still visible within el-Qasba itself or in its immediate surroundings. The most remarkable remains include the praetorium (a chapel of standards) from the Roman period, often associated with the presence of a garrison, as well as the walls and towers from the Byzantine era.

As for the recent history of this monument, it should be noted that, contrary to what had previously been written, the first nucleus—the small fort—was built in 1601 during the reign of Uthmen Dey and the formation of the Tunisian territory. It was probably during the first third of the 17th century that Hamouda Pasha of the Muradid dynasty, upon establishing the first permanent ujaq (garrison), added a second fort. Part of el-Qasba was destroyed in 1684 during the wars between the Muradid Beys; Ibrahim Sharif rearmed el-Qasba in 1705. Again, following a revolt by the inhabitants of Kef in 1728, the upper parts of el-Qasba were demolished. It was not until the time of Ali Pasha, between 1736 and 1746, that el-Qasba underwent major modifications and fortification works. In 1756, after the return to power of the sons of Hsin bin Ali, el-Qasba was disarmed and abandoned. Later, in 1805, Hamouda Pasha of the Husainid dynasty restored and fortified it once again. Occupied in 1881 by French troops, el-Qasba saw the addition of a large military camp on its eastern side in 1888. Taken over in 1957 by the Tunisian Army, el-Qasba was transferred in 1986 to the municipality, which restored it and transformed it into a cultural and tourist space.
